注: 错误信息和截图都是从英文版的环境取得。
原因发生该错误的一种可能的原因是数据库驱动程序（该文档以IBM DB2为例）没有被复制到报告服务器适当的目录。
诊断问题如果这是该问题的根本原因，您将在cogserver.log中找到以下的错误 [ <code>]
CM-CFG-5034 Content Manager failed to start because it could not load driver "com.ibm.db2.jcc.DB2Driver"
(该日志的缺省位置是 C:\Program Files\IBM\RCPR\cognos\logs)
解决问题在DB2客户机或服务器的以下目录:
\java\
（Microsoft Windows系统上的缺省位置是 C:\Program Files\IBM\SQLLIB\java\)
复制如下的DB2驱动程序:
[*]db2java.jar或db2java.zip
[*]db2jcc*.jar
[*]db2policy.jar
注: 如果db2java.jar文件丢失但db2java.zip存在，把db2java.zip重命名为db2java.jar。
再把它们拷贝到以下的两个位置:
[*]\cognos\webapps\p2pd\WEB-INF\lib
(Microsoft Windows系统上的缺省位置是 C:\Program Files\IBM\RCPR\cognos\webapps\p2pd\WEB-INF\lib)
[*]\AppServer\profiles\RationalInsight\installedApps\RCRNode01Cell\IBM Cognos 8.ear\p2pd.war\WEB-INF\lib
(icrosoft Windows系统上的缺省位置是 C:\Program Files\IBM\RCPR\AppServer\profiles\RationalInsight\installedApps\RCRNode01Cell\IBM Cognos 8.ear\p2pd.war\WEB-INF\lib)
重新启动服务器。
定位问题：
1、检查你的cognos在不配置网关的情况下是否可以正常启动
2、若可以，检查你的APACHE是否以正常启动，查看APACHE日志
3、若正常，检查配置，（1）apache若正常启动，按照你的配置应该没什么问题（2）查看cognos的网关配置，看你的错误信息好像有请求超时，你要将请求时间延长。
故障排除参考：1>首先保证你的apache与cognos环境中的URI一致，如例子中给出端口号为8081,apache能用，http://localhost:8081/显示“It works!"；http://localhost:8081/cognos/cgi-bin/cognos.cgi可以显示出一个cognos界面。
2>数据库content manager测试OK?
3>、cognos版本号多少？cognos8.1-8.3 ,Java_home应该是jre1.42，高了不行。cognos8.4至少为jre1.5.0且可以不设置java_home。
4> 数据库是什么？字符集是否是cognos要求的？
5>cognos8.4还需将jre的ext目录下的bcprov-jdk14-134.jar 拷贝到对应java\...\ext下面。
一个一个地排除，肯定会成功的。
