Check that IBM Cognos service is available and properly configured.

经过分析,原来是Cognos8必须执行自己安装路径下的JRE,如果执行JDK下的，会报错.
在网上用GOOGLE又搜了一下,确定了问题出现的原因和判断一致.
最后解决办法为:
将cognosc8injre1.4.2路径下的bin和 lib包都复制到JDK路径下的同名路径,问题解决.(注意一定要复制lib包,我最初只复制bin包,还是启动不了,查找日志发现缺少jar包,再将lib下的问题都复制过去,问题解决)
